I don't know if it's good or bad in general, but it sounds good for WotC. Now there's more reason for people to buy campaign-specific books even if they don't play in those particular settings. After all, with the way 4e works, the mechanics are all kind of based on the same core with many of the differences being merely "color", so it's easy to take "Channel Crazy Living Meteor Fire" and rename it "Ethan's Blessing of Cthulhu" because in the end it's just a Star Pact Warlock Attack 4 power that does some damage and has some secondary effect. If nothing else, it will potentially (with DM approval) increase the pool of available powers, feats and such and (despite what I think are mostly unfounded fears of power-creep) I think that's probably a good thing.
